English Language Learners Program
ELL Program Entrance and Qualification
The ELL teacher(s) will screen and assess all students whose primary language is other than English or who have lived outside of the United States, as indicated on the Home Language Survey (HLS) within 30 days of the first day of school, or within 14 days thereafter using the WIDA ACCESS Placement Test (W-APT)®.
Upper Darby School District follows the W-APT® scoring criteria established by the Pennsylvania Department of Education in the Penn*Link document published September 12, 2007.
The ELL teacher must document this screening on the form “Notification of English Language Proficiency Testing.” The results of the assessment dictate the following actions:
- If the student qualifies to receive ELL services, the teacher will send home “Notification of English Language Proficiency Testing.” A copy of the form shall be placed in the child’s permanent folder, and the child will begin to receive ELL services.
- If the student does not qualify to receive ELL services, the teacher will check “Your child does not require ELL support” on the “Notification of English Language Proficiency Testing” form. A copy of the form shall be placed in the child’s cumulative folder in the District.
